Asbestos encapsulation cost per m² for commercial roofs.

From below, our published foam-only rates start at £16/m² + VAT at 25 mm and £22/m² + VAT at 50 mm. External systems are priced per project after survey. The roof must first be assessed as suitable to retain.

The short answer

Asbestos encapsulation cost starts at £16/m² + VAT for 25 mm closed-cell foam from below, or £22/m² + VAT at 50 mm, using HOLVEM's published foam-only rates. External systems and coated or thermal-target build-ups are priced per project after survey. The roof must first be assessed as suitable to retain.

From £16/m²25 mm closed-cell from below, foam only, + VAT
From £22/m²50 mm closed-cell from below, foam only, + VAT

First, decide which face needs treatment. Foam beneath a retained sheet and a complete weather-side system are different jobs. Preparation, access and finish explain the price difference.

Our commercial cost guide supplies the foam rates below. Your roof, asbestos information and proposed work set the quotation. We work nationwide across England and Wales.

From below, we keep the roof in place and bond closed-cell foam to the sound underside. Your specification shows the depth, junctions and finish, with any repairs needed first.

From above, the preparation, foam, finish and weather-side details form one external system. We price those together after survey.

The asbestos roof encapsulation page explains HOLVEM's treatment route. Neither method removes the existing sheets. Retained material still belongs in the dutyholder's asbestos information and management plan.

02Published rates

Published rates for encapsulation from below

These are our installed foam-only bands from the cost guide. VAT and additional coatings are extra. They apply to a sound, prepared roof; removal and a new roof are separate work.

We set the depth for your building. For confirmed condensation, it is typically 25 mm or 50 mm closed-cell, depending on the roof make-up, confirmed before we spray. Existing leaks go to a roofer first.

If you need a U-value, we calculate the whole roof. A deeper layer gets a project price, because preparation, application and finish still need to be included.

An indicative worked example

Take an illustrative 500 m² treated area at a specified 50 mm depth. Applying the published £22 to £35/m² band gives a foam-only planning allowance of £11,000 to £17,500 + VAT.

CalculationFoam-only planning total, excluding VAT
500 m² × £22/m²£11,000
500 m² × £35/m²£17,500

This is an indicative planning figure, not a quotation. Your price follows the treated area, substrate, access, preparation and any coating, confirmed in writing before work starts.

03From above

From above: priced per project

For an external encapsulation system, we quote the complete job after survey: preparation, layers, finish, details and access.

Global House, Surbiton, shows why that matters. We sealed about 1575 m² of pitched asbestos-cement roofs and an office roof from above: biocidal wash, 25 mm closed-cell roofing foam and an airless silicone finish, as one continuous system. Removal was ruled out with homes and businesses close by.

That is a complete external system, so it isn't priced at the 25 mm foam-only rate. Read Global House.

04What moves the price

What moves the price

Now put the price against your roof. These eight details make the quote useful: ask what we have checked, what is included and what another contractor needs to do first.

FactorWhat the quotation needs to establish
AreaThe actual treatment surface and any profile allowance, not just the building footprint
Depth and objectiveCondensation treatment, calculated thermal target or another agreed requirement
SubstrateThe existing material and its suitability to receive the proposed treatment
PreparationAssessed state of the surface, required preparation and separately resolved defects
AccessWorking height, equipment, obstructions and safe access to the selected face
ProtectionStock, machinery, rooflights, services and adjoining areas that need masking or exclusion
LocationMobilisation and site access for the building in England or Wales
ProgrammeContinuous working areas or phased access around an occupied building

A large clear roof spreads set-up costs over more square metres. Fixed machinery, tight working zones and difficult preparation can offset that advantage. Tell us about both the area and the floor.

Include operating hours and access restrictions with your enquiry. We can then price the job around the racking, plant and production you actually have.

05Encapsulation or removal

Encapsulation versus removal: what to compare

HOLVEM never removes asbestos sheets. If the roof is safe to keep, we encapsulate it; if not, removal is a job for asbestos removal professionals, licensed where HSE requires it.

Removal and replacement need their own quotations. Compare the completed result, not a removal-only figure against a finished encapsulation system. A replacement proposal should make the new roof, access, waste plan, weather protection and handover clear.

The typical figures below let you compare the routes. A removal-only price leaves you without a roof; compare the complete replacement with the finished encapsulation job.

For the detailed comparison, read asbestos roof removal cost versus encapsulation. For the treatment routes, see corrugated asbestos roof options.

RouteTypical cost per m², plus VATWhat the figure covers
Removal and disposal only: straightforward commercial roof, about 500 m² or more£20 to £40Good access and sheets in good condition; a new roof is extra
Removal and disposal: small, damaged, fragile or hard-to-reach roof£60 to £100 or moreMore demanding removal; confirm the particular job in writing

HOLVEM encapsulation from below, 50 mm closed-cell£22 to £35Foam only on a roof that is safe to keep, using our cost-guide band

Scaffold, edge protection and powered access are usually extra on removal-only work. So a £20 removal figure is not a £20 new roof. Ask for removal, disposal, replacement, access and any closures to be itemised.

So a £20 removal figure is not a £20 new roof.

If your roof is safe to retain, encapsulation keeps the sheets in place and lets us plan the work from below around the building. If it needs to come off, use a complete removal-and-replacement quote. Our cost guide remains the source for HOLVEM's foam prices.

07Survey and dutyholder

Survey and dutyholder first

Start with the person responsible for asbestos in the building and the asbestos survey or register. We need that material information alongside our roof survey.

HSE's duty-to-manage guidance explains the responsibilities. If the sheets stay, keep the treatment proposal with the asbestos register and management plan.

Licensed, non-licensed and notifiable non-licensed work have different requirements. Each task's category is set by the contractor doing it, following HSE's guidance, so removal and encapsulation are assessed separately.

We check the insulation and encapsulation work. Leaks, damaged sheets and structural concerns go to the roofing or structural professional first. Send photographs from safe positions; stay off the roof.

08Two retained roofs

Two retained roofs, two jobs

A 2340 m² roof treated from below

On this commercial roof, 2340 m² of asbestos-cement was kept in place and sealed from below with 50 mm closed-cell. The customer reported underside condensation mitigation.

The 50 mm depth was set for that roof; yours is set at survey. Read the 2340 m² roof project.

Global House: the external route

Global House's preparation, foam and silicone finish were one system applied from above. Its external access and finish are why it is priced separately from underside foam.

Both jobs kept the roof on. The face treated and the finish explain why their prices are worked out differently.

10HOLVEM

Why choose HOLVEM for asbestos encapsulation?

If your roof is safe to keep, you can tackle the underside without paying for a new roof you don't need. At 50 mm, our foam-only band is £22 to £35/m² + VAT; overcladding is typically £60 to £90/m² + VAT and replacement £100 to £160/m² + VAT. The work included is different, so we put it in writing.

At the 2340 m² commercial roof, we kept the asbestos-cement sheets in place and sealed them from below with 50 mm closed-cell. The customer reported underside condensation mitigation. Global House shows our other route: a complete foam-and-silicone system from above.

Your roof gets certified spray foam systems, which we apply as an accredited installer for the manufacturer, with a written specification, roof calculations where needed and a QA evidence pack at handover. Our own team surveys, specifies and installs nationwide across England and Wales from four depots.

Backed by our 25 year HOLVEM workmanship warranty, plus the manufacturer's 25 year product warranty issued directly to you.

11Questions, answered

Questions about asbestos encapsulation cost

How much does asbestos encapsulation cost per m²?

For suitable underside foam-only work, the live HOLVEM cost guide lists £16 to £25/m² + VAT at 25 mm and £22 to £35/m² + VAT at 50 mm. External systems, additional coatings and thermal-target depths need a project price after assessment.

Is encapsulation cheaper than removal?

At 50 mm, underside foam-only encapsulation is £22 to £35/m² + VAT. A straightforward commercial removal-only job is typically £20 to £40/m² + VAT, with a replacement roof still to pay for; removal and a new insulated roof are typically £100 to £160/m² + VAT. Your survey confirms which route is suitable.

What moves the price most?

Area, depth, substrate, preparation, access, protection, location and programme all matter. The decisive factor depends on the building. Clear photographs, dimensions, operating restrictions and the needed survey information make the first assessment useful.

Do I need a survey first?

Send the asbestos survey or register you hold, safe photographs and building details. Our roof survey checks whether the sheets are safe to keep and what further information is needed before quoting.

Send photographs. Include the roof, asbestos information and whether you want work from below or above.
